The child must be under five years old and not be receiving full-time provision, although consideration will be given on an individual basis, to children who are attending pre-school nurseries.

The child must be significantly delayed in two or more areas of development. This could include children with a diagnosis or condition that is likely to lead to a delay or special need e.g. significantly pre-term babies or a disadvantaged family.

The child must be living in Thurrock (Although there are some exceptions to this).
